It certainly was a busy day on Avenue C today! First the tree trimming, then cars backing out of East 4th Street, then this:

My guess is that they're getting ready for the New York City Marathon next September.
You can't really see it, but the car behind them was a Sanitation Department Police car, that didn't seem to be in any hurry to pass them!

Funny you should say that — my original idea was to show just the close-up picture, and write about the runners and tree-cutter juxtaposition!
